He recently completed a 5-year term as dean of education at the UNC School of Medicine, where he led a successful Liaison Committee on Medical Education reaccreditation, expanded the school to include formal campuses in Charlotte and Asheville, reformed the curriculum and student services, and increased admissions of underrepresented minorities by 50 percent. He also served as senior policy advisor to the Secretary of North Carolina Department of Health and Human Services for the majority of 2016, where he helped lead North Carolina's 1115 Medicaid Waiver, developed a comprehensive plan for graduate medical education expansion in needed specialties in rural communities, and developed a statewide taskforce to define metrics of care for Medicaid.

As a founding member of the Roll-Back Malaria Partnership and the Multilateral Initiative on Malaria, as well as the Inter-Agency Pharmaceutical Coordination Group, Pannenborg played a major role in the early global health workforce mobilization.
